Should patients be advised when a dentist retires from practice? How does this affect dental records?

You should definitely advise your patients that you will be discontinuing your practice. This should be in writing, setting forth the date, and the recommendation that the patient make arrangements to be placed under the care of another dentist. You might suggest the name of another dentist or a contact who could assist in this regard.
